From 1 September 2025, the United Arab Emirates (UAE) will introduce new Advance Cargo Manifest requirements via the Maritime Preload Cargo Information (MPCI) portal, managed by the National Advance Information Centre (NAIC) – all shipments bound for or transiting through UAE ports must comply with stricter data submission protocols.
It’s a strategic overhaul aimed at enhancing cargo visibility, tightening risk controls, and aligning the UAE’s customs practices with global standards.
1. Who’s Affected?
The new mandate applies to:
- Imports into the UAE – all shipments must carry advance manifest declarations
- Transshipments via UAE ports – even if goods are not destined for UAE delivery
- Freight Remaining on Board (FROB) – cargo passing through UAE ports without unloading
At the heart of the new system is advanced data filing. Shipping lines, freight forwarders, and NVOCCs must submit detailed cargo information before the vessel arrives at UAE ports.
A critical distinction now applies between:
- Direct Bill of Lading – issued directly by carriers to Beneficial Cargo Owners (BCOs)
- Master Bill of Lading – used when forwarders issue House Bills of Lading (HBLs); forwarders must register with NAIC, obtain a 7-digit MPCI code and include it in their submission.
Important: Shipping lines are not authorised to file HBL data on behalf of customers.
Shipping Instructions (SI) must be submitted no later than 72 hours before the vessel’s ETD from the compliance load port – the final port of loading before sailing to the UAE.
Missing this deadline can result in:
- Cargo being rolled, returned to origin or diverted
- Penalties imposed by UAE Customs
- Shipment delays and added costs for customers

SI submissions must now include expanded information:
- Bill number, issue date, and place of issue
- Ports of receipt, loading, discharge, transshipment, and final delivery
- Container and seal numbers
- Cargo description with HS codes
- Full party details: shipper, consignee, notify party, forwarders, agents
- Vessel and voyage details
- MPCI Party ID for both shipping lines and forwarders
- Consolidation details (if applicable)
Compliance is non-negotiable. To avoid costly disruptions, businesses must:
- Register with NAIC – forwarders must obtain MPCI codes before filing HBLs
- Update SI workflows – ensure correct BL type declarations and complete data
- Plan earlier – documentation must be finalised well before the 72-hour cut-off
