Vantage Provides Logistics Service for Ship Husbandry Service

In order to meet the market and shipowner’s demand, Vantage provides logistics services for Ship husbandry serviceIt is very important for ships and cruises to be supplied with necessary stuffs, clean water, fresh foods, fuel… as well as completed customs clearance procedures in a timely and legal manner when berthing in any country. Therefore, the need of having a local service provider capable to provide logistics service for ship husbandry services with cost-effectiveness and timely delivery, as the time of ship berthing in port is rather limited. Vantage just delivered 2 shipments for 5-star cruise Costa neoRomantica at Da Nang port in February. The Costa neoRomancita cruise at Da Nang port The 2 shipments of cosmetic products for Spa were sent from UK (1 package – 119kgs) and US (3 packages – 165kgs) by airway to Danang Airport and delivered onboard by the term of temporary import. Per customs’ regulations, these commodities are subject to Ministry of Industry and Trade’s permission, so upon receiving the information of the shipments, Vantage had proactively applied permit from authority and submitted to Customs to complete the procedures of temporary import at Da Nang Airport. And both shipments were to be physically checked by customs, Vantage’s team actively coordinated with all parties to prepare all necessary documents for customs inspection, preventing any delay that could cause to costs and risk of not catching the cruise before she departs. Since this is a cruise, her schedule is not fixed so it is a huge pressure on Vantage team to deliver the shipments on-time when the cruise arrives at the port; moreover, the delivery time was right at the time of the acute respiratory infection caused by a new strain of Coronavirus (officially name  COVID-19) starting to explode all over the world, the epidemic prevention and control activities were actively deployed on throughout the country so that all procedures relating to delivery and customs clearance are tightened. In the context of both urgent time, and ensuring the health and safety of employees, this is also one of the major difficulties for the team in charge of Vantage. To do that, Vantage had raced against time as well as actively connected with related parties such as port dispatchers, border guards, and Customs authorities so that the delivery could take place most favorably. After completing the temporary import procedures, both shipments were delivered to Da Nang port to implement the re-export procedures and loaded on board on February 13, 2020. Although this is not the large-scale shipment, but due to commodity and peculiar schedule of the cruise, the procedures of receipt and delivery of the shipments were pretty complicated, the on-time delivery of goods as requirements of the shipowner is a testament to the professionalism and devotion to the work and customer’s success of Vantage’s staff....

Vietnam Government Decided to Exempt Import Tax for 5 Commodities that Help to Control and Prevent nCoV Epidemic

For fast response action against the nCoV epidemic, Viet Nam Minister of Finance recently signed the Decision 15/QD-BTC on 7 February 2020 to exempt import tax for commodities that help to control and prevent the epidemic. The annex of said-above decision listed 5 groups of commodities that are tax exempted and the procedure and documents to be tax exempted will be in compliance with current law and regulations: – Medical masks, with circulation numbers issued by competent medical agencies, HS codes 6307.90.40 and 6307.90.90. – Disinfectant hand sanitizer (hand gel or liquid sanitizers) with the registration number issued by the Environment Management Department of the Ministry of Health, HS code is 3808.94.90. – Raw materials for manufacturing medical masks include: Non-woven fabrics for manufacturing medical masks and antibacterial filters for producing medical masks of heading 56.03; elastic bands for the manufacture of medical masks with HS codes 5604.10.00, 5606.00.00, 6002.40.00 and 6002.90.00; nasal splint for manufacturing medical masks (bars / rolls) with HS codes 3916.10.20, 3916.20.20, 3916.90.42, 3926.90.92, 3926.90.99, 7217.90.90, 7326.90.99, 7604.10.10 , 7604.29.10 and 7616.99.90. – Disinfectant water (liquid bactericidal preparations) with registration number issued by the Department of Health Environment Management, Ministry of Health has HS codes 3808.94.20 and 3808.94.90. – Other necessary supplies and equipment, including: Epidemic prevention suits (including pants, shirts, glasses, medical masks, helmets, gloves, shoes) with circulation numbers issued by authority Health agencies, HS code 6210.10.90. General Department of Vietnam Customs issued a new Official Letter regulating the inspection and correcting the declaration of Emanifest information.

New Official Letter regulating the declaration of Emanifest information. By the end of November 2018, the General Department of Vietnam Customs issued Official Letter No.6889/TCHQ-GSQL regulating the declaration of information on means of transport and import and export goods on the E-manifest system, in order to ensure management of import and export activities, especially in the use of imported scrap as raw materials for production. According to Official Letter No.6889, the declaration of E-manifest is specified as follows: 1. Declare the information of the Consignee (the importer) in the order: Tax code#Business name#Address In cases where the imported goods is scrap, the customs declarers shall have to declare the number of Environmental Protection Certificate in the import of discarded materials as raw materials for production (referred to as Environmental Protection Certificates for short), and the Deposit Certificate number, the mandatory order is as follows: Tax code#Environmental Protection Certificate Number#Deposit Certificate Number#Business Name #Address. ***Note: If the  “Consignee” is declared as “To order” or “To order of …”, full details of the “Notify Party” (in assumption as real consignee) must be detailed under instruction similar to the “Consignee” criterion.  2. HS code declaration: The HS code must be declared separately in the “HS code” criterion of the declaration of goods and the bill of lading (BL) instead of declaring together with the goods name and description information in the “Description of goods” criterion. Particularly for the imported goods is scrap, HS codes are required to be declared and corresponding to the names of discarded materials as guided in the Appendix issued together with Official Letter No.6889. 3. Goods names and descriptions: must be declared briefly and in the following order: Commodity Description#Commodity Description. Of which: – The name of the goods declared on the Emanifest system must use the name of the goods under the corresponding HS list. – Description of the goods does not declare the  unnecessary and not related content to the information of the goods. The brief description of the goods includes the nature of the goods, packing specifications, number of packages, weight, etc. For example: scrap paper#20 BAG(S) 4. Declaration of port code and port name: – The General declaration requires a specific description of the port code and port name. For example: + Port of discharge: VNCMT – VUNG TAU CMIT. + Port of Destination: VNCLI – HCMC CATLAI. + Port of Loading: NLRTM – ROTTERDAM. + Port of Orginal Loading: NLRTM – ROTTERDAM. – On Goods declaration and BL: information such as port of delivery/port of destination, port of loading, port of original loading, port of discharge are mandatory criteria. If the shipment is in transit, in addition to the above compulsory criteria, additional Port of transhipment/transit criteria are required. The port code is declared unified, corresponding to the specific port name which was published on the Vietnam National Single Window and on the website of the General Department of Vietnam Customs. Vantage Logistics is Ready to Assist our Clients on Self-issuing Certificate of Origin

Self-issue Certificate of Origin (self-issue C/O) has become a new trend in the process of international economic integration of Vietnam. Self-issue C/O is no longer unfamiliar for developed economies, but it is still in the pilot stage for developing economies like Vietnam and some ASEAN members before being applied as a formal mechanism, which will be used paralelly with current popular C/O issuing mechanism.  The outstanding advantage of self-issue C/O is the proactiveness: the proactiveness in term of time, cost and human resources in the process of completing documents for export/import.  According this new mechanism, instead of applying for C/O to agencies authorized by the Ministry of Industry and Trade (MoIT),  Vietnam enterprise now can self-issue certificates of origin for their own goods. This improvement can increase enterprise’s reputation to foreign business partners as well as saving time, cost, human resources, etc, therefore increasing the competitiveness of products which will be exported to markets where Vietnam/ASEAN already had FTA.
